The core objective of “ConstructEU” is to establish an internationally accepted training course for EU-project managers in the construction sector based on EQF (ECVET) by transferring the existing qualification “EU-Fundraiser” from Germany to Spain and Hungary. This way, more EU-project managers working in the construction sector can be qualified and their learning results will be documented so that employers across Europe can assess their skills. This will lead to an increase in the mobility of the target groups and supports SMEs who will be able to employ EU-project managers.

“ConstructEU” consists of the transfer and adaptation of the existing training course “Qualifizierung zum EU-Fundraiser” to the construction sector, where a lack of skilled personnel is imminent, as described in section D.3.1 of this proposal. By using an existing concept, which has proven to be successful (see D.3.1), the project has a strong foundation to build on. The transfer of this training will counteract the lack of seminars to acquire skills and knowledge of European project management and European grant application in all partner countries by establishing an offer designed specifically for the target group.

“ConstructEU” addresses the ECVET priority and wants to promote transparency of learning outcomes and qualifications in Europe by recognizing and documenting formal and informal learning outcomes (see D.2.3.). A central part of the transfer will be the development of a skill assessment scheme taking into account formally as well as informally and non-formally acquired skills. This is especially necessary in the target group as project managers often have skills and knowledge acquired on the job, through informal learning. The assessment scheme will be made available to others and can serve as a basis for the development or adaptation of other training courses on the European level. This serves as an important step for the further development of innovative practices in vocational education and training, the fostering of mobility, and the validation of formal and informal learning. The training course will be offered in modules based on the EQF making it possible for learners with previously acquired skills to attend only the modules they need. Each module will be thoroughly described, listing the skills to be acquired, so that the learning outcomes are structured in easily understandable and transparent units.

 

The leader of the project is “emcra GmbH”, a private organisation with head office in Berlin (Germany) whose main business area is Vocational Education and Training.
