Novacons (2016-2018) Interreg Poctefa Program
A Project belonging to Interreg Poctefa European program, which aims for the strategic invigoration of the innovative tendencies in the new construction industry in the Navarra-Aquitania cross-border area.

Project: Belonging to the European Union Interreg Poctefa of the European Regional Development Fund (ERDF).
Duration: 18 months, since September 2016 until April 2018.
Budget: 1.524.582,35 € (989.906,40 €, co-financed with ERDF funds, through Poctefa).

The Novacons Project aims to design and introduce a global development strategy in terms of technical, organizational and pedagogical innovation in the construction sector in the Navarra-Aquitania cross-border. In addition, it intend to be in itself a tool that allows identify the sector necessities in the area, and give answers to them, through a comprehensive strategy and a cross-border structure which allows innovation durability and which reinforce the cooperation in a so punished sector such as the construction is: since 2007, we have lost more than a 30% of the enterprises of the sector in the area.
Three distinct phases
The Project has three distinct phases:
During the first phase, an analysis will be developed concerning business network of the construction sector, referring to covered areas by Novacons, namely, Navarra and the French cross-border regions. A sectorial development strategy will be design as well, with the aim of implementing a global plan which, by means of new models and company and technological guidelines, would provide a basis to encourage innovation and training in construction.
Secondly, several pilot experiences are taken into account: one of them with regard to training and the other with regard to refurbishment of Cerro de Santa Bárbara, Tudela’s city origin.
Lastly, the Project provides for the creation of Cross-border Distributed Virtual Centre, aiming at analyse, share and diffuse of good practice, in matter of innovation referring to the construction sector.
Overall Objectives and concrete lines
Inside the main objective which is to invigorate the construction sector In Navarra-Aquitania cross-border areas, there are three concrete lines pursued:
- To contribute information and content of interest for enterprises, workers and administrations.
- To generate a necessity in workers’ capacitation sector.
- To reach sector actors and to involve enterprises in the organizational structure design, intended to encourage innovation.
This project is co-financed by the European Regional Development Fund (ERDF) of the European Union through the Interreg Poctefa Program.
