The ‘Construye 2030plus’ project continues to promote the BUILD UP Skills initiative in Spain. A benchmark initiative for the qualification in the sector

'Construye 2030plus' is the fifth project led by the Fundación Laboral de la Construcción within the framework of BUILD UP Skills, an initiative created by the European Commission in 2011 focused on ensuring that construction professionals obtain the necessary qualifications for the sector to contribute effectively to the climate objectives committed to by the European Union. 

The consortium, with extensive experience in both this initiative and sectoral training, will work collaboratively for more than two years to align the training scheme with key European policies and objectives, including the EU Green Pact, the Renewal Wave, the Long-term Decarbonisation Strategy 2030, the Decarbonisation Strategy 2050, the Fit for 55 package and the REPowerEU Plan.

Project results

• Design and development of didactic resources designed for face-to-face training, with the aim of promoting quality training in companies and workers in the sector, especially in thermal insulation, window installation and heat pumps, in line with the new EPBD and based on micro-skills; and innovative materials.
• 8-hour online course on the new European Directive on Energy Efficiency in Buildings (aimed at technicians, companies, social partners, public administration).
• APP for self-assessment of acquired/improved competences.
• Training tools including: information sheets with augmented reality, (in)training points with video training pills, virtual assistant using AI, virtual simulations, QR information brochures.
• Practical demonstration days with material manufacturers.
• Training route with a stop at rehabilitation works. To be carried out in at least 10 Spanish cities, 10-15 workers.
• Skills recognition through a proprietary certification system.
• Trainers training.

Impact of the BUILD UP Skills initiative coordinated by Fundación Laboral de la Construcción

The BUILD UP Skills initiative in Spain has allowed to align with European policies and to support the sector in national strategies and to anticipate future skills needs, through sectoral studies, training development, dissemination campaigns and the creation of expert networks, among others.

The most relevant results obtained in over 10 years of implementation at the national level are as follows:

• Status Quo 2012 y National Training Roadmap 2020.
• Status Quo 2024 y National Training Roadmap 2030.
• 'Red Construye' network:Training and skills in the construction sector.
• Energy Auditor Professional Qualification (2021). 
• Development and updating of key training actions for construction workers and installers (2016, 2021).
• Green Tag: certification system for green competences.
• National campaigns to promote energy efficiency and the use of renewable energy (2016, 2021)
